Maria Bye is an epidemiologist in the zoonotic disease unit at the Minnesota Department of Health (MDH) and coordinates the surveillance for high-consequence zoonotic pathogens such as Coxiella, Brucella, and Francisella. She also supports the Unexplained Death and Critical Illness (UNEX) project at MDH. Mrs. Bye received her B.S. in Biology and Communications from the University of Minnesota and her MPH from Emory University. Prior to coming to MDH, Maria worked in zoonotic disease laboratories at the University of Minnesota. She bridged the gap between benchtop science and public health by doing epidemiological work with the Special Bacteriology Reference Laboratory at the CDC. Maria then gained insight into the healthcare system by consulting with Health System Advisors, specializing in urgent care center strategy and operations. Her research passions include zoonotic pathogens, bioterrorism preparedness, and antimicrobial stewardship.

Robyn Corcoran

Dr. Robyn Corcoran is Minnesota’s Emergency Program Coordinator for USDA APHIS Veterinary Services, working with state officials and industry partners in emergency preparedness and response planning for Foreign Animal Disease events. She earned her DVM at the University of Minnesota in 1996 and after 19 years in companion animal and equine clinical practice, she joined APHIS VS in 2015 as a Field Veterinary Medical Officer before moving into her current position in 2018.  Dr. Corcoran is Operations Section Chief on an APHIS National Incident Management Team and has extensive deployment experience responding to transboundary animal disease emergencies nation-wide. She serves as USDA representative on the Federal Advisory Team for Environment, Food, and Health as agricultural Subject Matter Expert on emergency response during radiological incidents, and has been an active member of the Minnesota Veterinary Medical Reserve Corps since 2009.

Moumita Das is originally from Bangladesh. Dr. Das obtained a DVM degree and completed a Master’s program in Epidemiology and Public Health at Sylhet Agricultural University in Bangladesh. In 2021, she started PhD at the University of Minnesota, where she accepted the role of a graduate research assistant at the Center for Animal Health and Food Safety. In 2023, Dr. Das joined as a resident in Veterinary Public Health & Preventive Medicine resident. The focus of her doctoral study is to control and eliminate canine rabies in Kenya. In addition to her primary focus, she also very interested in spatial analysis, machine learning, and risk analysis.

Amanda Doran

Dr. Amanda Doran has been working from Duluth, Minnesota as a Veterinary Medical Officer with USDA APHIS Veterinary Services since February 2023. Dr. Doran grew up in a large dairy farming family in Sauk Rapids, Minnesota and attended the University of Minnesota Duluth for undergraduate studies. She is a 2012 graduate of the University of Minnesota College of Veterinary Medicine, where she pursued a dual DVM/MPH degree. Prior to entering public practice, she worked as a mixed animal practitioner in Thunder Bay, Ontario, Canada; a small animal general practitioner in Grand Rapids, Minnesota; and then ran a mobile end of life care service in the greater Duluth area. Dr. Doran shares her urban homestead with her husband and their two dogs.

Dr. Goldstein graduated from the Koret School of Veterinary Medicine, The Hebrew University of Jerusalem, Israel in 1993 and completed a residency in Small Animal Internal Medicine at the University of California, Davis, in 1998. He served as an associate professor then associate professor with tenure at Cornell University, College of Veterinary Medicine from 2001-2012. In 2012 Dr Goldstein joined the leadership team of the Animal Medical Center in New York City as Chief Medical Officer and served in that capacity until January 2018. In 2018 Dr. Goldstein joined Zoetis and is currently the Vice President and Chief Medical Officer of Global Diagnostics. Dr Goldstein is board certified in Small Animal Internal Medicine by the American College of Veterinary Internal Medicine as well as the European College of Veterinary Internal Medicine – Companion Animals. Dr. Haug graduated from Texas A&M College of Veterinary Medicine in 1993 and did a one year rotating internship at Louisiana State University School of Veterinary Medicine before returning to Houston in a general practice.  Dr. Haug worked in general medicine and emergency medicine until 1999 when she returned to Texas A & M to complete a residency and Master’s degree in Behavioral Medicine.  After her residency, she remained on faculty at TAMU running the Animal Behavior Service until 2007 when she returned to the Houston area to work in a private referral practice doing exclusively behavioral medicine.  Dr. Haug currently sees behavior cases in a variety of species at Texas Veterinary Behavior Services in Sugar Land, Texas. She is a past President of the American College of Veterinary Behaviorists, a member of the American Veterinary Medical Association, a Certified Animal Behavior Consultant through the International Association of Animal Behavior Consultants, and a member of the Association of Professional Dog Trainers and the American Veterinary Society of Animal Behavior.  Dr. Haug has a special interest in neurobiology, learning principles, and pharmacology.

Stacy Holzbauer

Dr. Stacy Holzbauer is a Centers for Disease Control and Prevention (CDC) Career Epidemiology Field Officer assigned to the Minnesota Department of Health and newly serves as the State Public Health Veterinarian. She leads the Zoonotic Diseases Unit whose members are responsible for zoonotic disease surveillance and outbreak investigation, and zoonotic disease prevention activities at the human animal interface. She is a graduate from South Dakota State University and Iowa State University College of Veterinary Medicine.  After a short stint as a large animal veterinarian, she received her MPH from the University of Iowa College of Public Health and completed the Association of Teachers of Preventative Medicine fellowship at the CDC. She is a graduate of CDC’s Epidemic Intelligence Service and is a Diplomate of the American College of Veterinary Preventative Medicine.

When Dr. Brian C. Hurley was five years old, his dog, Shelley, was seriously injured. They rushed her to the veterinarian, but her injuries were too extensive to save, and they had to say good-bye. That was the day he decided to become a veterinarian. Dr. Hurley felt that he would do everything in his power to never let another treasured family member leave their family again. He was born and raised in Kansas City, Missouri, but moved frequently beginning at the age of nine. He was fortunate to live in numerous states: Missouri, Alabama, Louisiana, Indiana, Florida, and Massachusetts. He is a true ‘southern boy’ at heart. Dr. Hurley did his undergraduate work at the University of Massachusetts. He graduated from the University of Florida’s School of Veterinary Medicine in 1994. GO GATORS!!! He worked at the Gardner Animal Care Center until retiring from clinical practice in August 2020.  He has worked with AmeriVet since August 2017 and became their National Medical Director in 2018. In February 2010, Dr. Hurley became the first veterinarian certified by the American Society of Veterinary Journalists (ASVJ).

Kathy Jorgensen

Kathy Jorgensen graduated from North Dakota State University in 1991 with a B.S. in microbiology and from the University of Minnesota College of Veterinary Medicine in 1995. In 2011, she completed a master’s degree in public health from the University of Minnesota. Dr. Jorgensen achieved Diplomate status in the American College of Veterinary Preventive Medicine in 2011. She is the coordinator of the Minnesota Veterinary Medical Reserve Corps. She is active in agricultural disaster preparedness and response and the state’s Radiologic Emergency Preparedness Program. She is a certified FEMA trainer for four radiologic/nuclear hazards courses and is ProBoard certified at the Hazardous Materials, Operations Level. She is a member of the National Animal Decon Working Group. She serves as a Planning Section Chief in the Minnesota Board of Animal Health incident management team. She and her husband run a beef farm in central Minnesota.

Steve Just

Dr. Steve Just has served as a field Veterinary Medical Officer with the USDA Animal and Plant Health Inspection Service (APHIS) in Morris, MN for over 20 years.  Prior to joining the USDA, Dr. Just was an associate veterinarian in a mixed animal practice in Morris serving swine, cow-calf, dairy, and small animal clients with an occasional horse thrown in the mix. Dr. Just has been a member of an APHIS national incident management team for over 15 years, serving as a Safety Officer and Operations Section Chief.  He currently serves as Incident Commander of the team. 

In the 20 years with the USDA, Dr. Just has had the opportunity to deploy across the country more than a dozen times, to more than 9 states and territories in response to a variety of foreign animal diseases, including HPAI, vND and ASF. Dr. Jeff Todd graduated from Ross University School of Veterinary Medicine, completing his
clinical training at the University of Minnesota. He worked as a general practitioner in upstate
New York and Minnesota for several years before moving into Emergency Medicine. He began
working at the University of Minnesota as an ER veterinarian in 2001 before deciding to pursue a residency in Emergency and Critical Care Medicine, becoming board certified in 2011. He has
continued as a faculty member at the University of Minnesota as a Criticalist in the Veterinary
Medical Center and instructing veterinary students, interns and residents. He is currently an Associate Professor, co-directs the VMC Blood Bank, and is the Director of the Emergency/Critical Care Residency Program. His research focus is on clinical coagulation

Shauna Voss

Dr. Shauna Voss is a Senior Veterinarian with the Minnesota Board of Animal Health.  She received her DVM from the University of Minnesota College of Veterinary Medicine in 2004. Upon graduation, she worked in a small animal veterinary hospital for 5 years. She then completed a Veterinary Public Health residency program at the University of Minnesota from which she received a Masters of Public Health in 2011. She also conferred as a Diplomate of the American College of Veterinary Preventative Medicine that same year. Dr. Voss began working for the Minnesota Board of Animal Health in 2012.  In her current position, Dr. Voss is overseeing the Board’s Poultry Program team including implementation of the National Poultry Improvement Plan for commercial and backyard poultry producers in Minnesota. She also is responsible for ensuring compliance with state poultry import requirements, managing an Authorized Poultry Testing Agent program of more than 900 trained individuals, and managing poultry disease control programs, investigations, and emergency response activities.
